ABOUT THE PROGRAM
The Rental Inspection Program is designed to allow the Borough or its third party agency to inspect all residential rental properties in Mount Joy Borough on a routine and comprehensive basis to assure that the overall quality of the rental unit meets the requirements of the Mount Joy Borough Property Maintenance Code.
The Rental Inspection Program was originally established in 1996, and later amended in 2015.
WHAT TO EXPECT
Property owners are subject to inspections every four (4) years or if there is a change in tenant, or if there is a complaint of a property maintenance violation. Property owners are required to schedule this inspection with the Borough’s third party agency, Commonwealth Code Inspection Service (CCIS) or schedule with the Borough’s Code Officer directly.
HOW TO REGISTER
All owners shall obtain a license from the Code Officer on an annual basis for each residential rental unit. The license form is provided by the Borough.
All owners shall also submit a tenant report to the Code Officer which contains all names of occupants. The report form is provided by the Borough.
FEES
The owner of the residential rental unit shall pay the license fee annually of $50.00 set forth by Resolution of Borough Council upon application to obtain a license.
