ATTENTION COMMERCIAL & INDUSTRIAL CUSTOMERS
Authority staff will be conducting surveys and inspections at commercial and industrial properties over the coming months. These efforts are part of our ongoing system maintenance and compliance initiatives. Additional information regarding the surveys will be mailed directly to each customer. WATER MAIN REPLACEMENT PROJECT FOR MARTIN AND FLORIN AVENUE
Authority staff is preparing to start a water main replacement project on portions of Martin Ave and Florin Ave in the coming months. This project will include the installation of approximately 1,500 feet of 8-inch water main, new fire hydrant installations, connection to existing service lines, and abandonment of existing water mains. If your property or water service connection will be a part of this project, additional information will be mailed to you directly in the upcoming weeks.
FIRE HYDRANT FLUSHING
The Authority will continue its Fire Hydrant Flushing program in 2025. This year’s program will be focusing on the southwest side of the water distribution system. We will be flushing periodically throughout the spring, summer, and fall months from 8AM to 3PM. During this time, some customers may experience a brief change in water clarity or pressure. If this occurs, your water pressure will come back to normal following the flushing procedures. if you experience a change in your water clarity, please run a faucet for a few minutes and your water clarity will return to normal. WATER SERVICE LINE INVENTORY PROJECT
The United States Environmental Protection Agency (EPA) and the Pennsylvania Department of Environmental Protection (DEP) published the Lead and Copper Rule Revisions (LCRR). This rule mandates that Mount Joy Borough Authority, as well as all other community and non-transient noncommunity water systems submit a service line inventory to DEP by October 16, 2024.
The primary focus of this rule is to identify if any homes have a service line that is constructed of lead. Mount Joy Borough Authority regularly samples for lead from homes within the water distribution system. The results of these samples continue to be below EPA and DEP action levels. Who Owns the Service Line?
Mount Joy Borough Authority owns and maintains the water main in the street as well as a portion of the service line to your home. The Mount Joy Borough Authority owned portion of the service line is from the water main to a point up to five (5) feet behind the curb or, if there is no curb, to a point five (5) feet beyond the edge of the street abutting the property or, if there is no curb or street, to the edge of the right-of-way. The homeowner owns the remaining portion of the service line that is not owned by Mount Joy Borough Authority. The materials for each portion of the service line are required to be verified.
What happens now?
Mount Joy Borough Authority continues to review all available historical records to determine the materials used for all portions of your service line. However, in some cases, it may be necessary to hydro-excavate a small area around the service line to determine what materials were used. In the event this is necessary on your property, you will receive additional communication. The equipment that will be used to determine your service line is shown below.

WWTP DYSTOR GAS HOLDING SYSTEM REHAB PROJECT
Mount Joy Borough Authority has contracted with Eastern Environmental Contractors, Inc. to complete a rehabilitation project to the Dystor Gas Holding System at the Wastewater Treatment Plant. This project will consist of replacing gas safety equipment along with the replacement of the membrane cover on the Dystor building. The Authority applied and was awarded a PA Department of Community and Economic Development Grant to help fund the project. This project is slated to be completed by summer of 2025.
FAIRVIEW STREET WATER MAIN REPLACEMENT PROJECT
Mount Joy Borough Authority has started the preparation to complete a Water Main Replacement on Fairview Street. This project will consist of the replacement of existing 2-inch Galvanized, 4-inch and 6-inch Cast Iron water main pipes and water service lines to existing customers, along with the replacement and addition of new fire hydrants. The Authority applied and was awarded a PA Department of Community and Economic Development Grant to help fund this project. This project is slated to be completed by fall of 2025.
